Ontario PNP 2026: OINP's New 130-Point Scoring System

Ontario PNP 2026 Workforce Priority Stream scoring system for Canada permanent residence

If Ontario is where you want to build your future in Canada, this is big news. On July 20, 2026, the Ontario Immigrant Nominee Program (OINP) published the full scoring system for its flagship new pathway, the Ontario Workforce Priority Stream (OWPS). For the first time, we can see exactly how the province will rank candidates competing for a provincial nomination and, ultimately, Canada permanent residence (PR).

Let me break down how the new Ontario PNP 2026 points grid works, who it is for, and what you should be doing right now to get ready before the province reopens its selection system.

Ontario PNP 2026: What Is the Workforce Priority Stream?

The OWPS is the centrepiece of Ontario's 2026 immigration overhaul. The province retired all of its old OINP streams on May 30, 2026, and is rebuilding its provincial nominee system around a single, points-based framework. The Workforce Priority Stream is the first of the new pathways to have complete eligibility criteria published, and it covers three routes to a nomination:

  • TEER 0–3 pathway — for higher-skilled occupations with a job offer from an eligible Ontario employer.
  • TEER 4–5 pathway — for lower-skilled occupations with a qualifying job offer.
  • Self-employed physicians — doctors eligible to bill through the Ontario Health Insurance Plan (OHIP).

Everyone selected through the OWPS follows the Provincial Nominee Program (PNP) route: create a profile, get invited, apply for nomination, and then apply to the federal government for permanent residence.

How the Ontario Workforce Priority Stream Scores You (Up to 130 Points)

Each job-offer candidate is scored out of a maximum of 130 points across several factors. Here is the full breakdown so you can estimate where you stand.

Work region (up to 15 points). Ontario is steering newcomers away from Toronto and toward regions that need workers most. Northern Ontario earns the maximum 15 points; Eastern, Central (outside the GTA), and Southwestern Ontario earn 10; areas inside the GTA but outside Toronto earn 5; and the City of Toronto earns 0.

Occupation skill level (up to 9 points). Based on your NOC TEER category — TEER 0 and 1 jobs earn 9 points, TEER 2 and 3 earn 6, and TEER 4 and 5 earn 0.

Compensation (up to 15 points). The higher your hourly wage, the more points you get: $40+ per hour earns the full 15, scaling down to 0 for wages under $20.

Occupational category (up to 10 points). Health occupations top the list at 10 points, followed by trades and transport at 8, and natural and applied sciences at 6.

Ontario work experience (up to 18 points). More than 24 months in your job-offer position earns 18 points, the single largest factor in the grid.

The Rest of the OINP Points Grid

Beyond your job, several personal factors round out your score:

  • Canadian income tax history (up to 8 points) — based on your highest annual income in the past five years, using your CRA Notice of Assessment.
  • Level of education (up to 10 points) — a doctorate or a degree in medicine, dentistry, veterinary medicine, or optometry earns 10 points; a master's earns 8; a bachelor's earns 6.
  • Canadian educational credentials (up to 10 points) — two or more eligible Canadian post-secondary credentials earn 10 points.
  • Official language proficiency (up to 15 points) — a minimum CLB 9 across all four abilities in English or French earns the full 15.
  • Official language bilingualism (up to 10 points) — strong ability in both English and French adds up to 10 more.
  • Temporary resident status (up to 10 points) — a valid work permit earns 10 points, a study permit earns 5.

Add it all up, and you can see the province is rewarding candidates who are already working in Ontario, earning solid wages, speaking English or French well, and filling in-demand roles, especially in healthcare, trades, and the regions outside Toronto.

Who Should Pay Attention to the OWPS?

This stream is tailor-made for people who already have a foothold in Ontario. If you are a current work permit holder with an Ontario job offer, a healthcare worker, a skilled tradesperson, or a self-employed physician billing OHIP, the Workforce Priority Stream could be your most direct route to permanent residence.

Language ability and Ontario work experience carry serious weight, so even if your NOC TEER level or wage is modest, strong CLB scores and time already spent working in the province can lift your total significantly. Remember: for the job-offer pathways, your employer must initiate your expression of interest (EOI), so keeping an open, honest conversation with your employer matters.

When Can You Apply? Timeline and Next Steps

Here is the important catch: Ontario's EOI system is currently closed. According to the OINP, it is expected to reopen later this summer, after which the province will begin holding draws and inviting candidates to apply for nomination. In other words, now is preparation time, not application time.

Use this window to get your file in order: complete an approved language test within the last two years, gather your CRA Notices of Assessment, confirm your education credentials against Ontario's eligible-institution lists, and make sure your Ontario job offer and work history are properly documented. Candidates who prepare now will be ready the moment the system reopens.

What's Next for Ontario Immigration in 2026?

The OWPS is just the beginning. Ontario has confirmed three more streams on the way, a Priority Healthcare stream (expected to not require a job offer), an Entrepreneur stream, and an Exceptional Talent stream for people excelling in the arts, academic research, and scientific innovation. Launch dates have not been announced, so watch this space.
