Canada Levels Plan 2027-2029: 200,000 One-Time PR Chance

Newcomers overlooking Canadian skyline and mountains, Canada Levels Plan 2027-2029 PR opportunity

If you are already in Canada, this could be your moment. Canada has revealed how many people it plans to welcome over the next three years, and the headline is big: up to 200,000 people already living in Canada could get a one-time chance to become permanent residents. That is on top of the normal targets. Whether you are waiting for permanent residence (PR), studying in Canada, working on a permit, or still planning your move, this guide breaks down the new Canada Immigration Levels Plan 2027-2029 in simple words. You will see who wins, who needs to be careful, and what to do next.

What Is the Canada Immigration Levels Plan?

Every year, Canada sets a kind of guest list. The Immigration Levels Plan shows how many new permanent residents Canada plans to welcome, as well as how many temporary residents, such as international students and foreign workers, it expects to bring in. The latest numbers came out in Canada’s federal budget on November 5, 2026. I always recommend checking the official announcements on Canada.ca yourself, so you are never relying on hearsay.

Canada PR Targets 2027-2029: Steady at 380,000

Canada’s target is 380,000 new permanent residents every year in 2027, 2028 and 2029. The actual number could land slightly lower or higher, within a range of 352,500 to 422,000. So Canada is not cutting PR targets, and it is not increasing them either. It is keeping things steady.

Here is how those 380,000 places are divided:

Economic immigrants: about 244,700 places, mainly skilled workers and their families
Family reunification: about 81,000 places for people joining family members already in Canada
Refugees and protected persons: around 49,300 places
Humanitarian and other cases: about 5,000 places

That means almost two out of every three PR places go to economic immigrants. In my opinion, this shows Canada still gives a large share of its PR spots to skilled workers and people who can contribute to the economy.

This was largely expected. Last year’s plan had already proposed 380,000 for 2027 and 2028, and now those numbers are confirmed, with 2029 also set at 380,000. If you are hoping for Canadian PR, the number of available places is not being reduced, and that is good news.

Temporary Residents: Fewer New Arrivals, More Competition

For students and workers coming on permits, the target is 370,000 new arrivals every year from 2027 to 2029. Of those, 220,000 are workers and 150,000 are students. For 2026 the target was 385,000, so this is a small drop of about 15,000 fewer new arrivals a year.

Here is something interesting about the worker places. Only 50,000 are for jobs where the employer needs an LMIA, the document showing they could not find a Canadian to do the job. The other 170,000 work permits do not need an LMIA at all.

Canada also still has its big goal of bringing temporary residents below 5% of the whole population by the end of 2027. For you, that means there will still be places for students and workers, but it could be more competitive. Do not wait until the last minute. Start planning early and make sure you meet the requirements.

The One-Time PR Measure: Up to 200,000 People Already in Canada

This is the part I really want you to hear. The budget announced a one-time measure: up to 200,000 temporary residents already in Canada could move to permanent residence by the end of 2027. This is on top of the normal 380,000.

According to the budget, about half of that, 100,000 places, is for skilled workers through Express Entry or a Provincial Nominee Program (PNP), where a province selects you.

There is more. Last year, Canada promised one-time PR for up to 115,000 protected persons and 33,000 workers already in Canada. Those programs are still running. By August, around 46,000 people had received PR through them. Based on CIC News’s estimate, roughly 100,000 more could still be on the way before the end of 2027. That figure is an estimate from a secondary source, not an official number.

Why is Canada doing this? It wants fewer temporary residents. One way is to bring fewer people in. Another is to help people who are already working in Canada and already part of their communities become permanent residents. If you are already in Canada, this could be your moment.

Big Unanswered Questions (and a Scam Warning)

I am not an immigration or legal adviser, but let me be honest with you. There are still some big questions:

Who exactly qualifies for the 200,000 measure?
How do you apply, and when does it open?
What happens to the other 100,000 places that are not for Express Entry or PNP?

None of that has been published yet. Right now, there is nothing to apply for. If someone on WhatsApp or TikTok says they can get you into this “200,000-person PR program,” be very careful. Only trust Canada.ca, a licensed immigration consultant, or a lawyer.

What This Means for You: Group by Group

Waiting for PR from outside Canada: The numbers are steady. Keep improving your profile.
On a work permit in Canada: This is probably the best news in the whole budget. Watch for the details of the one-time measure.

International student: There are 150,000 new student places a year. Plan your next step early, know when your permit ends, and understand your path to PR.

French speakers: Canada wants more French speakers outside Quebec. The target rises from 9.5% of new permanent residents in 2027 to 12% by 2029. French can give you a real edge.

My Take: Canada Is Choosing Who Comes Through the Door

Canada is not closing the door. It is choosing who comes through it. Expect fewer new temporary arrivals, a steady number of permanent residents, and a big focus on people already in Canada. If you are in Canada, this plan could work in your favour. If you are still outside, it is not impossible. You just need to plan ahead and prepare properly.

Your 5-Point Checklist

Don’t panic. Nobody’s application is cancelled by a levels plan.
Keep your status valid. If you are in Canada, do not let your permit run out.
Get your documents ready. Language test results, work references and ID.
Improve your English or French scores. It is one of the few things you can control.
Use trusted sources only. Canada.ca, or a licensed immigration consultant or lawyer. No one can guarantee you a spot.

Frequently Asked Questions

Q: Is Canada reducing PR numbers for 2027-2029?
No. The target stays at 380,000 new permanent residents each year, with a possible range of 352,500 to 422,000.

Q: Who qualifies for the one-time PR measure for 200,000 people?
That has not been published yet. Eligibility, how to apply and when it opens are all still unknown. Do not trust anyone claiming to have a way in.

Q: Can I apply for the 200,000 PR measure now?
No. Right now there is nothing to apply for. Watch Canada.ca for official updates.

Q: How many international students and workers will Canada accept?
The target is 370,000 new temporary arrivals a year from 2027 to 2029: 220,000 workers (only 50,000 of them need an LMIA) and 150,000 students.

Q: Will it be harder to get a study or work permit?
Possibly more competitive, since the target is down from 385,000 in 2026 and Canada wants temporary residents under 5% of the population by the end of 2027. Plan early and meet all requirements.

Q: Does speaking French help?
Yes. The target for French-speaking new permanent residents outside Quebec rises from 9.5% in 2027 to 12% by 2029.

Q: Should I speak to someone before making a decision?
It is a smart move. Book a one-on-one consultation to get guidance on your situation.
